The Township of Gloucester is accepting
Request For Qualification

The Township of Gloucester is requesting a Statement of Qualifications from reputable firms to contract with the township to provide Internet web site redesign and implementation to be completed by July, 30, 2008.

I. Goal

The website will be an important source of information for persons and businesses in and around the Township of Gloucester who are interested in visiting, relocating or doing business in the township. The web site will improve the township's ability to serve its citizens by providing information and services in a timely, efficient, accurate and cost effective manner.

II. Project Scope

Provide the following project particulars:

1. How you will determine what content will go where on the site.
2. How you will optimize the site for search engines
3. Whether or not you provide site tracking reports
4. How long the site will take to create and what are the project benchmark points
5. Who will maintain the site post-launch and how
6. Where the site will be hosted and on what type of server
7. How you will deliver township news on the site
8. How you will promote the township's business growth
9. How you will process and capture visitor's comments/questions
10. How many design concepts you will provide
11. How you will present form/application/permits on the site
12. How you will present department and service information
13. How you will present council and committee information/news
14. How you will measure the site's Return on Investment
15. How you will attract businesses to the site
16. How you will use the site to enhance media outreach
17. How visitors will search the site
18. How you will handle online payments/event registrations
19. How you will handle video or audio files

III. Submittal Requirements

q     Must maintain a principal office within the State of New Jersey.

q     Must list all past and present municipal clients

q     Must possess at least seven years experience in website design and website development.

q     Years in business

q     Link to website's designed/developed by your firm

q     Client list

q     Client references (include organization name, contact person, phone, e-mail address)

q     Billing terms

q     Brief history of your firm and its experience in developing websites (especially municipalities)

q     Biographies for each participant involved the project

q     Copy of New Jersey business certificate

q     What percentage of your business is dedicated to web design and explain other services offered if applicable

IV. General Proposal/Contract Conditions

A. Limitation and Award: This RFQ does not commit the Township of Gloucester to the award of a contract, nor to pay any cost incurred in the preparation and submission of proposals in anticipation of a contract. The Township of Gloucester reserves the right to waive minor irregularities, accept or reject any or all proposals received as a result of this request, negotiate with all qualified sources, or to cancel al or part of this RFQ.

B. Validity Period and Authority: The submittal shall contain the name, title, address, telephone number, and e-mail address of an individual or individuals with the authority to bind any company contacted during the period in which the Township of Gloucester is evaluating the proposal.

C. Conflict of Interest: A firm filing qualifications thereby certifies that no officer, agent, or employee of the Township of Gloucester has a financial interest in this proposal or has participated in contract negotiations on behalf of the Township of Gloucester; that the proposal is made in good faith without fraud, collusion or connection of any kind with any other interested party for the same call for proposals; the firm is competing solely in its own behalf without connection with, or obligation to, any undisclosed person or organization.

D. Equal Employment and Nondiscrimination Clause: The Township of Gloucester will not discriminate against any person(s), employee or applicant for employment based on race, creed, color, national origin, sex, sexual orientation, age, religion, physical handicap, political affiliation or marital status.
