TAX BILLS AND PAYMENTS
Tax Bills are mailed out in early January for the first half of the year, and in July for the second half of the year.
First half taxes are mainly estimated amounts based on previous year billing; final tax rates are set in July and taxes are calculated accordingly in the second half tax bills.
Taxes are payable quarterly on the first days of February, May, August, and November - after which dates they are delinquent and subject to interest. The Township provides for a grace period not exceeding ten (10) days.
Make checks payable to Township of Gloucester. Sorry, the Township does NOT take credit cards or electronic payments for taxes.
State Statutes authorize the Township to charge interest at the rate of 8% per year up to $1,500.00, and up to 18% per year on over $1,500.00 in delinquent taxes. A penalty of 6% will be charged on any delinqency in excess of $10,000 if not paid by the end of the fiscal year.
ANY CURRENT YEAR TAXES THAT ARE DELINQUENT AS OF MAY 11th ARE SUBJECT TO TAX SALE BEFORE JUNE 30th OF THE SAME YEAR (NJSA 54:5-19). |

The Tax Office is open Monday - Friday from 8:00 A.M. to 5:45 P.M. The Tax Drive-Up Window is only open the weeks taxes are due (Monday through Friday) - from 9:00 A.M. to Noon and 2:00 P.M. to 5:00 P.M.

ABOUT YOUR PROPERTY TAXES AND ASSESSMENTS
Property Taxes are the result of a calculation when your assessment is multiplied by the tax rate. The Assessor has no control over your property taxes in so far as the assessed value usually remains the same, but the tax rate changes year to year.
The tax rate is established by the taxing authorities (County, Schools, Municipality, and Fire Districts) based on their annual Budgets. Concerns about the amount of the Budget and tax rate need to be addressed to these authorities. Fire and School Budgets are presented to the voters in February and April, respectively, of each year.
Property assessments were established by the last Revaluation in 1993; all assessments (including new construction) are set using NJ State cost procedures to the base year (1993). Most assessments have become outdated due to the change in the real estate market. Properties were assessed at approx. 100% of market value in 1993, but assessments are now averaging about 75% of market value or lower. The Township will conduct another full Revaluation when ordered by the County Board of Taxation, probably in a few years. Properties would not be considered over assessed unless the assessment is more than 80% of current market value. Appeals may be made to the Assessor, but owner must provide evidence of market value. |
PROPERTY TAX DEDUCTIONS
Senior Citizens or Permanently and Totally Disabled Persons are entitled to a $250 tax deduction (income limitations). Veterans and Widows of Vets who are honorably discharged from active duty during time of conflict are also entitled to a $250 tax deduction. Disabled veterans are eligible for exemption status. Contact the office for applications.
TAX ABATEMENTS AND EXEMPTIONS
Home Improvement exemptions are available for improvements made to a 20 year or older home up to $15,000 in assessed value for 5 years. Applications must be filed with the Assessor within 30 days upon completion of the improvement. Special Tax Abatements are also available for Commercial and Industrial Properties as an incentive to develop or redevelop in areas in need of rehabilitation. Preliminary application and request for consideration must be presented PRIOR to any development application or permit application. Contact the Assessor for further details. |
